SYNOPSIS AS INTRODUCED:
 


    
ILCON Art. IV, Sec. 6
ILCON Art. V, Sec. 2
    Proposes to amend The Legislature and Executive Articles of the Illinois Constitution.  Limits a person's total service in the office of Speaker of the House of Representatives or President of the Senate to a total of 10 years.  Provides that a person may not serve more than 2 terms within the Office of the Governor. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT


 

3    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL 
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 
5CONCURRING HEREIN, that there shall be submitted to the 
6electors of the State for adoption or rejection at the general 
7election next occurring at least 6 months after the adoption of 
8this resolution a proposition to amend Section 6 of Article IV 
9and Section 2 of Article V of the Illinois Constitution as 
10follows:

14SECTION 6. ORGANIZATION 

15    (a) A majority of the members elected to each house 
16constitutes a
quorum.

17    (b) On the first day of the January session of the General 
18Assembly
in odd-numbered years, the Secretary of State shall 
19convene the House of
Representatives to elect from its 
20membership a Speaker of the House of
Representatives as 
21presiding officer, and the Governor shall convene the
Senate to 
22elect from its membership a President of the Senate as

23presiding officer. A person may not serve more than a total of

110 years in the office of Speaker of the House of 
2Representatives or President of the Senate; provided that 
3service before the second Wednesday in January of 2019 shall 
4not be considered in the calculation of a person's service. 

5    (c) For purposes of powers of appointment conferred by this

6Constitution, the Minority Leader of either house is a member 
7of the
numerically strongest political party other than the 
8party to which the
Speaker or the President belongs, as the 
9case may be.

10    (d) Each house shall determine the rules of its 
11proceedings, judge
the elections, returns and qualifications 
12of its members and choose its
officers. No member shall be 
13expelled by either house, except by a vote
of two-thirds of the 
14members elected to that house. A member may be
expelled only 
15once for the same offense. Each house may punish by

16imprisonment any person, not a member, guilty of disrespect to 
17the house
by disorderly or contemptuous behavior in its 
18presence. Imprisonment
shall not extend beyond twenty-four 
19hours at one time unless the person
persists in disorderly or 
20contemptuous behavior.

1SECTION 2. TERMS 

2    (a) These elected officers of the Executive Branch shall 
3hold office for
four years beginning on the second Monday of 
4January after their
election and, except in the case of the 
5Lieutenant Governor, until their
successors are qualified. 
6They shall be elected at the general election
in 1978 and every 
7four years thereafter.

8    (b) A person may not serve more than 2 terms within the 
9office of the Governor.

SCHEDULE


12    This Constitutional Amendment takes effect upon being 
13declared adopted in accordance with Section 7 of the Illinois 
14Constitutional Amendment Act.
