AMENDMENT TO SENATE BILL 3574 




2    AMENDMENT NO. ______. Amend Senate Bill 3574 on page 4, by 
3replacing lines 3 through 23 with the following:


 
4    "Section 1-15. Qualifications for Energy Transition Zones.  
5An area is qualified to become an Energy Transition Zone which:
6        (1) is a contiguous area, provided that a Zone area may 
7    exclude wholly surrounded territory within its boundaries; 
8        (2) comprises a minimum of one-half square mile and  not 
9    more than 12 square miles, exclusive of lakes and 
10    waterways; 
11        (3) is entirely within a single municipality;
12        (4) satisfies any additional criteria established by 
13    the Department consistent with the purposes of this Act; 
14    and
15        (5)  meets one or more of the following:
16            (A) the area contains a coal energy plant that was 
17        retired from service within 10 years of application for

1        designation;
2            (B) the area contains a coal mine that was closed 
3        within 10 years of application for designation;
4            (C) the area contains a nuclear energy plant that 
5        was retired from service within 10 years of application 
6        for designation; or
7            (D) the area contains a nuclear plant that was 
8        decommissioned but continued storing nuclear waste 
9        prior to the effective date of this Act.".
