| 1 |     AN ACT concerning State government.
   | ||||||
| 2 |     Be it enacted by the People of the State of Illinois,
  | ||||||
| 3 | represented in the General Assembly:
  
  | ||||||
| 4 |     Section 5. The State Fair Act is amended  by changing  | ||||||
| 5 | Section 8 as follows:
 | ||||||
| 6 |     (20 ILCS 210/8)  (from Ch. 127, par. 1708)
 | ||||||
| 7 |     Sec. 8. There is created a Board of State Fair Advisors  | ||||||
| 8 | consisting of
the Director, 4 ex-officio members as hereafter  | ||||||
| 9 | named, and up to 15 20 persons
appointed by the Governor.  The  | ||||||
| 10 | Chairman and minority
spokesman of the House Agriculture and  | ||||||
| 11 | Conservation Committee and the Chairman and minority
spokesman  | ||||||
| 12 | of the Senate Agriculture, Conservation and Energy Committee of
 | ||||||
| 13 | the Illinois General Assembly shall serve as ex-officio  | ||||||
| 14 | members.  No more
than 3 of the Board members shall be appointed  | ||||||
| 15 | from any one county.  Initial appointments made after the  | ||||||
| 16 | effective date of this amendatory Act of the 100th General  | ||||||
| 17 | Assembly shall be for terms of one, 2, and 3 years staggered to  | ||||||
| 18 | provide for the selection of 5 members each year. All  | ||||||
| 19 | subsequent appointments shall be for terms of 3 years. All  | ||||||
| 20 | terms shall commence on the 3rd Monday in January. Members may  | ||||||
| 21 | not serve more than 2 consecutive 3-year terms or a total of 8  | ||||||
| 22 | consecutive years if the member's initial appointment is less  | ||||||
| 23 | than a 3-year term. A former member may return to the Board if  | ||||||

| 1 | he or she has not been a member for at least one  year prior to  | ||||||
| 2 | reappointment. Appointments made prior to the effective date of  | ||||||
| 3 | this amendatory Act of the 100th General Assembly shall not be  | ||||||
| 4 | considered when calculating a member's time served on the  | ||||||
| 5 | Board. Members
of the State Fair Advisory Board shall serve for  | ||||||
| 6 | 2 year terms commencing on
the third Monday of January  of each  | ||||||
| 7 | odd-numbered year.  The Governor shall in
making appointments to  | ||||||
| 8 | the Board provide for a representation of the operational  | ||||||
| 9 | interests
of the State Fair and this State the State of  | ||||||
| 10 | Illinois. Members of the Board shall
receive no compensation,  | ||||||
| 11 | but shall be reimbursed for necessary expenses
incurred in the  | ||||||
| 12 | performance of their duties.  An appointed member's office
 | ||||||
| 13 | becomes vacant upon his or her absence from 2 consecutive  | ||||||
| 14 | regularly
scheduled meetings. The Director or his or her  | ||||||
| 15 | authorized representative from the
Department shall act as  | ||||||
| 16 | chairman of the Board.  The duties of the Board
are to advise  | ||||||
| 17 | the Director and the Department on matters concerning the
 | ||||||
| 18 | operation of each State Fair and State Fairgrounds as they  | ||||||
| 19 | pertain to varied
interests in the State Fairs and the people  | ||||||
| 20 | of this State the State of Illinois.

| 22 |     Section 99. Effective date. This Act takes effect January  | ||||||
| 23 | 1, 2019.
