| 1 | | AN ACT concerning local government.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Illinois Police Training Act is amended by |
| 5 | | adding Section 10.22 as follows: |
| 6 | | (50 ILCS 705/10.22 new) |
| 7 | | Sec. 10.22. School resource officers. |
| 8 | | (a) The Board shall develop or approve a course for school |
| 9 | | resource officers as defined in Section 10-20.67 of the School |
| 10 | | Code. |
| 11 | | (b) The school resource officer course shall be developed |
| 12 | | within one year after the effective date of this amendatory Act |
| 13 | | of the 100th General Assembly and shall be created in |
| 14 | | consultation with organizations demonstrating expertise and or |
| 15 | | experience in the areas of youth and adolescent developmental |
| 16 | | issues, educational administrative issues, prevention of child |
| 17 | | abuse and exploitation, youth mental health treatment, and |
| 18 | | juvenile advocacy. |
| 19 | | (c) The Board shall develop a process allowing law |
| 20 | | enforcement agencies to request a waiver of this training |
| 21 | | requirement for any specific individual assigned as a school |
| 22 | | resource officer. Applications for these waivers may be |
| 23 | | submitted by a local law enforcement agency chief administrator |

| 1 | | for any officer whose prior training and experience may qualify |
| 2 | | for a waiver of the training requirement of this subsection |
| 3 | | (c). The Board may issue a waiver at its discretion, based |
| 4 | | solely on the prior training and experience of an officer. |
| 5 | | (d) Upon completion, the employing agency shall be issued a |
| 6 | | certificate attesting to a specific officer's completion of the |
| 7 | | school resource officer training. Additionally, a letter of |
| 8 | | approval shall be issued to the employing agency for any |
| 9 | | officer who is approved for a training waiver under this |
| 10 | | subsection (d).

| 11 | | Section 10. The School Code is amended by adding Section |
| 12 | | 10-20.67 as follows: |
| 13 | | (105 ILCS 5/10-20.67 new) |
| 14 | | Sec. 10-20.67. School resource officer. |
| 15 | | (a) In this Section, "school resource officer" means a law |
| 16 | | enforcement officer who has been primarily assigned to a school |
| 17 | | or school district under an agreement with a local law |
| 18 | | enforcement agency. |
| 19 | | (b) Beginning January 1, 2021, any law enforcement agency |
| 20 | | that provides a school resource officer under this Section |
| 21 | | shall provide to the school district a certificate of |
| 22 | | completion, or approved waiver, issued by the Illinois Law |
| 23 | | Enforcement Training Standards Board under Section 10.22 of the |
| 24 | | Illinois Police Training Act indicating that the subject |

| 1 | | officer has completed the requisite course of instruction in |
| 2 | | the applicable subject areas within one year of assignment, or |
| 3 | | has prior experience and training which satisfies this |
| 4 | | requirement. |
| 5 | | (c) In an effort to defray the related costs, any law |
| 6 | | enforcement agency that provides a school resource officer |
| 7 | | should apply for grant funding through the federal Community |
| 8 | | Oriented Policing Services grant program. |
