SYNOPSIS AS INTRODUCED:

50 ILCS 705/10.22 new

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall develop or approve a curriculum for a certified training program for school resource officers which shall consist of at least 40 hours of training. Provides that the curriculum shall include the following subject areas: (1) child and adolescent development and psychology; (2) positive behavioral interventions and support, conflict resolution techniques, and restorative justice techniques; (3) education law; (4) juvenile law; (5) implicit bias; (6) trauma-informed care; (7) de-escalation techniques, including techniques for limiting the use of physical force and mechanical and chemical restraints; (8) the mental, physical, and behavioral health needs of all children and adolescents including those with disabilities or special needs; (9) a minimum of 8 hours of crisis intervention training for youth; and (10) cultural responsiveness. Provides that the Board by rule shall require a law enforcement officer to successfully complete the certified training program for school resource officers before or within 120 days of a law enforcement officer's first day of service in a school. Provides that the certified training program for school resource officers shall be successfully completed by school resource officers every 4 years. Makes other changes.

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Police Training Act is amended by adding Section 10.22 as follows:

(50 ILCS 705/10.22 new)

Sec. 10.22. School resource officers.

(a) In this Section:

"Cultural responsiveness" means an understanding of cultural differences and the way those differences affect human behavior.

"Education law" means the body of State and federal law including, but not limited to, State and federal constitutional provisions; local, State, and federal statutes; court opinions; federal and State confidentiality provisions related to student records; and government regulations that provide the legal framework for educational institutions.

"Juvenile law" means the body of state and federal law including, but not limited to, State and federal law constitutional provisions; local, State, and federal statutes; court opinions; and government regulations that provide the legal framework for juveniles.

"School resource officer" means a peace officer assigned to a school to provide law enforcement.

"Trauma-informed care" means an organizational structure and treatment framework that involves understanding, recognizing, and responding to the effects of all types of trauma.

(b) The Board shall develop or approve a curriculum for a certified training program for school resource officers which shall consist of at least 40 hours of training. At least 4 hours of training shall be in collaboration with the school district. The curriculum under this Section shall include the following subject areas:

(1) child and adolescent development and psychology;

(2) positive behavioral interventions and support, conflict resolution techniques, and restorative justice techniques;

(3) education law;

(4) juvenile law;

(5) implicit bias;

(6) trauma-informed care;

(7) de-escalation techniques, including techniques for limiting the use of physical force and mechanical and chemical restraints;

(8) the mental, physical, and behavioral health needs of all children and adolescents including those with disabilities or special needs;

(9) a minimum of 8 hours of crisis intervention training for youth; and

(10) cultural responsiveness.

(c) The Board, by rule, shall require a law enforcement officer to successfully complete the certified training program for school resource officers before or within 120 days of a law enforcement officer's first day of service in a school. The certified training program for school resource officers shall be successfully completed by school resource officers every 4 years.

(d) The certified training program for school resource officers required under this Section shall require law enforcement officers to pass an examination testing the officer's knowledge and recognition of the subject areas listed in subsection (b) of this Section.

(e) The Board shall administer an examination to qualify law enforcement officers to provide the certified training program for school resource officers to other law enforcement officers. The examination to qualify law enforcement officers to provide the certified training program for school resource officers must test the officer's knowledge and recognition of the subject areas listed in subsection (b) of this Section. The Board shall issue a professional achievement or proficiency certificate to each law enforcement officer who completes the certified training program for school resource officers under this Section.
