| 1 | | Reduce Greenhouse Gas Emissions is hereby created to review the |
| 2 | | status of municipal policies and programs that reduce |
| 3 | | greenhouse gas emissions nationally and internationally. The |
| 4 | | goals of the Task Force are to investigate and provide |
| 5 | | recommendations on municipal initiatives to reduce greenhouse |
| 6 | | gas emissions in a manner that protects the environment and |
| 7 | | public health, to promote economic development through |
| 8 | | recycling, and to calculate greenhouse gas reductions based on |
| 9 | | recycling and composting. |
| 10 | | The Task Force's review shall include, but not be limited |
| 11 | | to, initiatives that divert the following materials from |
| 12 | | landfills in order to reduce greenhouse gas emissions: carpet, |
| 13 | | corrugated containers, office paper, aluminum cans, newspaper, |
| 14 | | magazines, polyethylene terephthalate and high-density |
| 15 | | polyethylene plastics, steel cans, dimensional lumber, and |
| 16 | | food scrap. The review shall consider the amount of greenhouse |
| 17 | | gas that can be reduced by recycling or composting such |
| 18 | | materials. The review shall also evaluate the extent to which |
| 19 | | greenhouse gas reduction projects benefit the public health and |
| 20 | | provide economic value. |
| 21 | | The Task Force shall prepare a report that summarizes its |
| 22 | | work and makes recommendations resulting from its review. The |
| 23 | | Task Force shall submit the report of its findings and |
| 24 | | recommendations to the Governor and the General Assembly no |
| 25 | | later than one year after the effective date of this amendatory |
| 26 | | Act of the 100th General Assembly. |

| 1 | | The Task Force shall consist of the following 14 members: |
| 2 | | (1) the Director of the Environmental Protection |
| 3 | | Agency or his or her representative; |
| 4 | | (2) four persons appointed by the Director of the |
| 5 | | Environmental Protection Agency to represent |
| 6 | | municipalities, one of whom must reside in a municipality |
| 7 | | with a population of more than 1,000,000; |
| 8 | | (3) two persons appointed by the Director of the |
| 9 | | Environmental Protection Agency to represent environmental |
| 10 | | organizations; |
| 11 | | (4) four persons appointed by the Director of the |
| 12 | | Environmental Protection Agency to represent recyclers and |
| 13 | | composters; |
| 14 | | (5) one person appointed by the Director of the |
| 15 | | Environmental Protection Agency to support administrative |
| 16 | | planning and to draft the findings and recommendations of |
| 17 | | the Task Force; |
| 18 | | (6) one person appointed by the Director of the |
| 19 | | Environmental Protection Agency to represent a national |
| 20 | | waste and recycling organization; and |
| 21 | | (7) one person appointed by the Director of the |
| 22 | | Environmental Protection Agency to represent a statewide |
| 23 | | manufacturing trade association.

| 24 | | The Director of the Environmental Protection Agency, or his |
| 25 | | or her representative, shall chair and facilitate the Task |
| 26 | | Force. The members of the Task Force shall be appointed no |

| 1 | | later than 90 days after the effective date of this amendatory |
| 2 | | Act of the 100th General Assembly. Vacancies in the membership |
| 3 | | of the Task Force shall be filled in the same manner as the |
| 4 | | original appointment. The members of the Task Force shall not |
| 5 | | receive compensation for serving as members of the Task Force. |
| 6 | | The Environmental Protection Agency shall provide the Task |
| 7 | | Force with administrative and other support. |
| 8 | | This Section is repealed 2 years after the effective date |
| 9 | | of this amendatory Act of the 100th General Assembly.
