1    AN ACT concerning local government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Illinois Municipal Code is amended by adding 
5Section 11-19-15 as follows:
 
6    (65 ILCS 5/11-19-15 new)
7    Sec. 11-19-15. Municipal Task Force on Recycling 
8Strategies to Reduce Greenhouse Gas Emissions.
9    (a) Landfills are useful resources for the disposal of 
10discarded materials. Recycling and composting are also useful 
11resources to divert materials from landfills and return 
12discarded materials to the secondary markets thereby 
13generating economic benefits and a reduction in greenhouse gas 
14emissions.  The most significant greenhouse gas produced from 
15waste is methane. Methane is released during the breakdown of 
16organic matter in landfills.  Waste prevention and recycling 
17help address global climate change by decreasing the amount of 
18greenhouse gas emissions and saves energy according to the 
19United States Environmental Protection Agency. 
20    (b) For the purposes of this Section, "Task Force" means 
21the Municipal Task Force on Recycling Strategies to Reduce 
22Greenhouse Gas Emissions. 
23    (c) The Municipal Task Force on Recycling Strategies to

1Reduce Greenhouse Gas Emissions is hereby created to review the 
2status of municipal policies and programs that reduce 
3greenhouse gas emissions nationally and internationally. The 
4goals of the Task Force are to investigate and provide 
5recommendations on municipal initiatives to reduce greenhouse 
6gas emissions in a manner that protects the environment and 
7public health, to promote economic development through 
8recycling, and to calculate greenhouse gas reductions based on 
9recycling and composting.
10    The Task Force's review shall include, but not be limited 
11to, initiatives that divert the following materials from 
12landfills in order to reduce greenhouse gas emissions: carpet, 
13corrugated containers, office paper, aluminum cans, newspaper, 
14magazines, polyethylene  terephthalate and high-density 
15polyethylene plastics, steel cans, dimensional lumber, and 
16food scrap. The review shall consider the amount of greenhouse 
17gas that can be reduced by recycling or composting such 
18materials.  The review shall also evaluate the extent to which 
19greenhouse gas reduction projects benefit the public health and 
20provide economic value. 
21    The Task Force shall prepare a report that summarizes its 
22work and makes recommendations resulting from its review.  The 
23Task Force shall submit the report of its findings and 
24recommendations to the Governor and the General Assembly no 
25later than one year after the effective date of this amendatory 
26Act of the 100th General Assembly.

1    The Task Force shall consist of the following 14 members: 
2        (1) the Director of the Environmental Protection 
3    Agency or his or her representative;
4        (2) four persons appointed by the Director of the 
5    Environmental Protection Agency to represent 
6    municipalities, one of whom must reside in a municipality 
7    with a population of more than 1,000,000;
8        (3) two persons appointed by the Director of the 
9    Environmental Protection Agency to represent environmental 
10    organizations;
11        (4) four persons appointed by the Director of the 
12    Environmental Protection Agency to represent recyclers and 
13    composters;
14        (5) one person appointed by the Director of the 
15    Environmental Protection Agency to support administrative 
16    planning and to draft the findings and recommendations of 
17    the Task Force;
18        (6) one person appointed by the Director of the 
19    Environmental Protection Agency to represent a national 
20    waste and recycling organization; and
21        (7) one person appointed by the Director of the 
22    Environmental Protection Agency to represent a statewide 
23    manufacturing trade association.

24    The Director of the Environmental Protection Agency, or his 
25or her representative, shall chair and facilitate the Task 
26Force. The members of the Task Force shall be appointed no

1later than 90 days after the effective date of this amendatory 
2Act of the 100th General Assembly.  Vacancies in the membership 
3of the Task Force shall be filled in the same manner as the 
4original appointment. The members of the Task Force shall not 
5receive compensation for serving as members of the Task Force. 
6    The Environmental Protection Agency shall provide the Task 
7Force with administrative and other support.
8    This Section is repealed 2 years after the effective date 
9of this amendatory Act of the 100th General Assembly.
