| 4 | | "Section 5. The Downstate Public Transportation Act is |
| 5 | | amended by changing Section 2-15.2 as follows: |
| 6 | | (30 ILCS 740/2-15.2) |
| 7 | | Sec. 2-15.2. Free and reduced services; eligibility. |
| 8 | | (a) Notwithstanding any law to the contrary, no later than |
| 9 | | 60 days following the effective date of this amendatory Act of |
| 10 | | the 95th General Assembly and until subsection (b) is |
| 11 | | implemented, any fixed route public transportation services |
| 12 | | provided by, or under grant or purchase of service contracts |
| 13 | | of, every participant, as defined in Section 2-2.02 (1)(a), |
| 14 | | shall be provided without charge to all senior citizen |
| 15 | | residents of the participant aged 65 and older, under such |
| 16 | | conditions as shall be prescribed by the participant. |

| 1 | | (b) Notwithstanding any law to the contrary, no later than |
| 2 | | 180 days following the effective date of this amendatory Act of |
| 3 | | the 96th General Assembly, any fixed route public |
| 4 | | transportation services provided by, or under grant or purchase |
| 5 | | of service contracts of, every participant, as defined in |
| 6 | | Section 2-2.02 (1)(a), shall be provided without charge to |
| 7 | | senior citizens aged 65 and older who meet the income |
| 8 | | eligibility limitation set forth in subsection (a-5) of Section |
| 9 | | 4 of the Senior Citizens and Persons with Disabilities Property |
| 10 | | Tax Relief Act, under such conditions as shall be prescribed by |
| 11 | | the participant. The Department on Aging shall furnish all |
| 12 | | information reasonably necessary to determine eligibility, |
| 13 | | including updated lists of individuals who are eligible for |
| 14 | | services without charge under this Section. Nothing in this |
| 15 | | Section shall relieve the participant from providing reduced |
| 16 | | fares as may be required by federal law. |
| 17 | | (c) Notwithstanding any law to the contrary, no later than |
| 18 | | 180 days following the effective date of this amendatory Act of |
| 19 | | the 100th General Assembly, any fixed route public |
| 20 | | transportation services provided by, or under grant or purchase |
| 21 | | of service contracts of, a participant shall be provided (i) |
| 22 | | without charge to a veteran that has a combined disability |
| 23 | | rating of more than 70% as certified by the U.S. Department of |
| 24 | | Veterans Affairs, and (ii) at a 50% reduced fare for a veteran |
| 25 | | who has a combined disability rating of 30% to 70% as certified |
| 26 | | by the U.S. Department of Veterans Affairs, under conditions |

| 1 | | prescribed by each participant.

| 2 | | (d) Notwithstanding any law to the contrary, on and after |
| 3 | | January 1, 2018, any fixed route public transportation services |
| 4 | | provided by, or under grant or purchase of service contracts |
| 5 | | of, a participant shall be provided without charge to high |
| 6 | | school students that are eligible for free or reduced price |
| 7 | | meals and free milk under the federal National School Lunch |
| 8 | | Program or the Commodity School Program on days when school is |
| 9 | | in session. |
| 10 | | (e) On the first December 31st after the effective date of |
| 11 | | this amendatory Act of the 100th General Assembly and on |
| 12 | | December 31st of each year thereafter, each participant shall |
| 13 | | certify to the State Comptroller the annual amount necessary |
| 14 | | for payment of expenses related to subsections (c) and (d). |
| 15 | | Beginning in State fiscal year 2018, there is hereby |
| 16 | | appropriated, on an irrevocable and continuing annual basis, |
| 17 | | from the Road Fund amounts equal to the amount certified each |
| 18 | | year by each participant for payment of expenses related to |
| 19 | | subsections (c) and (d). The moneys appropriated under this |
| 20 | | subsection (e) shall be paid to each participant in an amount |
| 21 | | equal to the participant's certification for payment of |
| 22 | | expenses related to subsections (c) and (d). |

| 24 | | Section 10. The Metropolitan Transit Authority Act is |
| 25 | | amended by changing Section 51 as follows: |

| 9 | | by changing Section 8.6 as follows: |

| 12 | | (a) Notwithstanding any law to the contrary, no later than |
| 13 | | 60 days following the effective date of this amendatory Act of |
| 14 | | the 95th General Assembly and until subsection (b) is |
| 15 | | implemented, any fixed route public transportation services |
| 16 | | provided by, or under grant or purchase of service contracts |
| 17 | | of, every District shall be provided without charge to all |
| 18 | | senior citizens of the District aged 65 and older, under such |
| 19 | | conditions as shall be prescribed by the District.

| 10 | | of service contracts of, the Suburban Bus Board shall be |
