| 4 | | school that is expanded. New schools that are developed shall |
| 5 | | have a minimum of 50 reenrolled high school dropouts. These |
| 6 | | schools shall operate with this increased incentive, 2 times |
| 7 | | the full Foundation Level funding, using the best school |
| 8 | | practices that successfully reengage, educate, graduate, and |
| 9 | | transition high school dropouts, as developed through |
| 10 | | successful experience and research. These practices include, |
| 11 | | but are not limited to, strong leadership, small school size, |
| 12 | | small class size, local school decision-making, comprehensive |
| 13 | | programming, strong staff teamwork, strong professional |
| 14 | | development for all staff, and employment and career |
| 15 | | preparation, with a more complete list detailed in the January |
| 16 | | 2008 Final Report of the State Task Force on Re-enrolling |
| 17 | | Students Who Dropped Out of School, Appendix E. The |
| 18 | | reimbursement for a new or expanded school shall be made in the |
| 19 | | school year in which the school is operating, a payment of |
| 20 | | one-fourth of the annual projected budget shall be made in the |
| 21 | | first month, and subsequent payments of one-fourth of the |
| 22 | | annual budget shall be made at the beginning of the second, |
| 23 | | third, and fourth quarters if the overall enrollment is |
| 24 | | maintained at 75% of the projected enrollment. If the overall |
| 25 | | enrollment falls below 75% in the third quarter, then an |
| 26 | | adjustment shall be made for the payment in the fourth quarter |

| 1 | | to whatever the actual percentage of enrollment was in the |
| 2 | | third quarter, applied to the fourth quarter projected payment. |
| 3 | | High school students who have left school and are off the |
| 4 | | school district reimbursement rolls are considered enrolled |
| 5 | | when they reenroll back into a best practices school, as |
| 6 | | provided in this amendatory Act of the 100th General Assembly. |
| 7 | | The student must remain in school in the first or second |
| 8 | | semester, depending on when the student enrolls, as verified by |
| 9 | | the school district database. These schools shall be held to |
| 10 | | outcomes that are at appropriate levels for reenrolling and |
| 11 | | graduating high school dropouts. These outcomes include |
| 12 | | enrollment, attendance, skill gains, credit gains, graduation |
| 13 | | or promotion to the next grade level, and the transition to |
| 14 | | college, training, or employment, with an emphasis on |
| 15 | | progressively increasing the overall attendance and enrollment |
| 16 | | to 75% by the sixth month of the school year of the best |
| 17 | | practices school that the reenrolled students have entered |
| 18 | | into. In a school district organized under Article 34 of this |
| 19 | | Code, the outcomes for any school that reenrolls high school |
| 20 | | dropouts shall utilize best school practices to reenroll high |
| 21 | | school dropouts and shall be measured by the general assessment |
| 22 | | tool used by the school district to provide a strong framework |
| 23 | | for accountability.".
