| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Public Aid Code is amended by |
| 5 | | adding Section 5-30.6 as follows:

| 6 | | (305 ILCS 5/5-30.6 new) |
| 7 | | Sec. 5-30.6. Performance audits. No later than June 30, |
| 8 | | 2018, the Auditor General shall initiate a performance audit of |
| 9 | | the Department of Healthcare and Family Services to determine |
| 10 | | the Department's compliance with the requirements of Section |
| 11 | | 5-30.3. The determinations shall include, but not be limited |
| 12 | | to: (i) whether the Department has developed and applied |
| 13 | | standardized quality performance measures to Medicaid Managed |
| 14 | | Care Entities; (ii) whether it has developed and implemented |
| 15 | | algorithms for automatic assignment of Medicaid enrollees into |
| 16 | | managed care entities; and (iii) whether the standardized |
| 17 | | quality performance measures and algorithms developed by the |
| 18 | | Department use measurable quality metrics, are developed and |
| 19 | | applied according to the statutory criteria, and are adequately |
| 20 | | documented. |
