| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Phillip |
| 4 | | Jackson of Chicago, who passed away on November 4, 2018; and
|
| 5 | | WHEREAS, Phillip Jackson was born in Chicago on September |
| 6 | | 22, 1950; he graduated from Roosevelt University in 1974 with a |
| 7 | | Bachelor of Arts in Philosophy and National Louis University |
| 8 | | with a certificate in education; and |
| 9 | | WHEREAS, Phillip Jackson began working for Kroch's and |
| 10 | | Brentano's Book Stores in 1969; over the course of his 24-year |
| 11 | | career, he reached the position of Senior Vice President of |
| 12 | | Operations, but left the organization after they attempted to |
| 13 | | strip employees of their pensions; he led, financed, and won a |
| 14 | | class-action lawsuit that restored pensions to wrongfully |
| 15 | | terminated employees; and
|
| 16 | | WHEREAS, Phillip Jackson worked in human services at the |
| 17 | | Chicago Office of Management and Budget in 1994 before joining |
| 18 | | Chicago Public Schools in 1995, where he served as Deputy Chief |
| 19 | | of Staff, Director of Intergovernmental Affairs, and Chief of |
| 20 | | Staff; he joined the Chicago Housing Authority as CEO in 1999; |
| 21 | | in 2000, he moved to the Office of the Mayor for the City of |
| 22 | | Chicago, where he served as Chief of Education; and |

| 1 | | WHEREAS, In 1996, Phillip Jackson founded The Black Star |
| 2 | | Project, an educational nonprofit reform organization located |
| 3 | | in the Bronzeville neighborhood of Chicago whose mission is to |
| 4 | | eliminate the racial academic achievement gap by improving the |
| 5 | | lives of those living in African American and Latino |
| 6 | | communities by providing mentoring and tutoring services to |
| 7 | | help students, parents, and community members become |
| 8 | | productive citizens in their neighborhoods; and
|
| 9 | | WHEREAS, Phillip Jackson was active with the Boys and Girls |
| 10 | | Clubs of Chicago, where he served as CEO for one year before |
| 11 | | devoting himself full-time to the Black Star Project; and
|
| 12 | | WHEREAS, Phillip Jackson received many honors, including |
| 13 | | the Chicago Cares Power of One Leadership Award, the Education |
| 14 | | Champion of Change for America by The White House, the Champion |
| 15 | | of Social Justice by the Chicago African Americans in |
| 16 | | Philanthropy, the Citizen of the Year by Omega Psi Phi |
| 17 | | Fraternity, the Monarch Man of the Year in Education by Alpha |
| 18 | | Kappa Alpha Sorority, the Reclaim Our Youth Honoree by |
| 19 | | Operation Push, the Education Man of the Year for the Bud |
| 20 | | Billiken Parade, the Illinois Educator of the Year for the 7th |
| 21 | | Congressional District of Illinois, the Champion of Social |
| 22 | | Justice by Chicago African Americans In Philanthropy, and the |
| 23 | | 2003 Ricky Birdson Father of the Year Award for the State of |

| 1 | | Illinois by the Illinois Fatherhood Initiative; he was also |
| 2 | | named as one of the Chicago Defender's 50 Men of Excellence and |
| 3 | | received the Cook County State Attorney's Community |
| 4 | | Empowerment Award; therefore, be it
|
| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 6 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 7 | | mourn the passing of Phillip Jackson and extend our sincere |
| 8 | | condolences to his family, friends, and all who knew and loved |
| 9 | | him; and be it further
|
| 10 | | RESOLVED, That a suitable copy of this resolution be |
| 11 | | presented to the family of Phillip Jackson as an expression of |
| 12 | | our deepest sympathy.
