| 2 | | WHEREAS, The areas in and around a casino can sometimes be |
| 3 | | unstable; the housing market can be volatile, the residents |
| 4 | | often face high taxes, and there is frequently a proliferation |
| 5 | | of video gaming establishments; and
|
| 6 | | WHEREAS, When a casino is placed within a
border community |
| 7 | | or a low-income community, it is expected that the casino will |
| 8 | | generate enough income
to sustain itself and stabilize the |
| 9 | | surrounding housing market, reduce taxes, and encourage small
|
| 10 | | business investment; and
|
| 11 | | WHEREAS, Small businesses are barely surviving in the south
|
| 12 | | suburbs, and with potential casinos comes the need for new |
| 13 | | measures to spur the economy and
provide new jobs; therefore, |
| 14 | | be it
|
| 15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 16 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 17 | | urge COGFA and the Illinois Gaming Board to conduct a study on |
| 18 | | the impact of placing a casino in the south suburbs, |
| 19 | | specifically on what the casino's impact would be on the local |
| 20 | | housing market, taxes, and minority-owned and small |
| 21 | | businesses; and be it further
