HOUSE RESOLUTION

  
 
2    WHEREAS, A 14-year veteran of the Dixon Police Department, 
3Mark Dallas, has worked as a School
Resource Officer for Dixon 
4Public Schools for five years; and
  
 
5    WHEREAS, During the final days of the 2018 spring term, on 
6Wednesday, May 16, a gunman entered
Dixon High School and fired 
7shots; and
  
 
8    WHEREAS, In the words of Dixon Police Chief Steven Howell 
9Jr., "With shots ringing out through
the hallways of the 
10school, he [Dallas] charged towards the suspect and confronted 
11him, head on."; and
 
12    WHEREAS, The prompt action of Officer Mark Dallas disarmed 
13the gunman, made it
possible for him to arrest the gunman and 
14take him into custody, and led to a successful conclusion
of 
15the incident; Lee County Sheriff John Simonton responded to a 
16description of Mark Dallas's
bravery with the words "He saved 
17an enormous amount of lives."; and
  
 
  
18    WHEREAS, During the incident, educators and students at 
19Dixon High School took proper action to
lock down their high 
20school; their lockdown was
followed by a prompt and calm 
21evacuation of the building and grounds; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
2HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
3commend the educators and students of Dixon High School for 
4their calm responses during the incident of May 16, 2018; and 
5be it further
 
6    RESOLVED, That we commend School Resource Officer Mark 
7Dallas for his heroic service at Dixon
High School on May 16, 
82018; and be it further
 
9    RESOLVED, That we commend Mark Dallas's former and current 
10fellow members of the public safety
services of Illinois, 
11including the professionals who develop and maintain the police 
12training
infrastructure of this State, in mind of the fact that 
13incident outcomes like these are the result of the
careful, 
14professional training that is the making of a true police 
15officer; and be it further
  
 
16    RESOLVED, That suitable copies of this resolution be 
17presented to Officer Mark Dallas and
to Dixon High School 
18Principal Dr. Michael Grady.
