| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Sam
Schmitz on the | ||||||
| 4 | occasion of his retirement this spring after serving as | ||||||
| 5 | President of Goodwill
Industries of Northern Illinois and the | ||||||
| 6 | Wisconsin Stateline Area since January 7, 2008; and
| ||||||
| 7 | WHEREAS, Goodwill Industries of Northern Illinois is a | ||||||
| 8 | community-based, not-for-profit
organization whose mission is | ||||||
| 9 | to create opportunities for individuals with barriers to | ||||||
| 10 | enhance
their lives; and | ||||||
| 11 | WHEREAS, Goodwill funds job training programs, employment | ||||||
| 12 | placement services, and other
community-based programs by | ||||||
| 13 | selling donated clothing and household items in its 11 retail
| ||||||
| 14 | stores located in northern Illinois and southern Wisconsin; and | ||||||
| 15 | WHEREAS, In 2016, Goodwill Industries of Northern Illinois | ||||||
| 16 | served 8,153 people; and | ||||||
| 17 | WHEREAS, Sam Schmitz's leadership grew the agency from $4.4 | ||||||
| 18 | million in revenue in 2008 to $17
million today; and | ||||||
| 19 | WHEREAS, Since taking over, Sam Schmitz expanded a | ||||||
| 20 | 250-person organization to over 540
employees; and | ||||||

| |||||||
| 1 | WHEREAS, The corporation is estimated to serve 20,000 | ||||||
| 2 | people in 2018; and | ||||||
| 3 | WHEREAS, Sam Schmitz helped create the Excel Center in | ||||||
| 4 | Illinois under Public Act 100-514 by
removing the age limit for | ||||||
| 5 | students to obtain a high school diploma; and | ||||||
| 6 | WHEREAS, Sam Schmitz has also served on the Board of | ||||||
| 7 | Directors and as Vice-Chairman of the
Council of Executives for | ||||||
| 8 | Goodwill Industries International; and
| ||||||
| 9 | WHEREAS, Sam Schmitz served his community on the Workforce | ||||||
| 10 | Connection and Access Services
of Northern Illinois, the | ||||||
| 11 | Rockford Local Development Corporation, Rockford Human and | ||||||
| 12 | Public
Services Council boards, and as Co-chair of the Process | ||||||
| 13 | and Analysis Team for Transform
Rockford; and
| ||||||
| 14 | WHEREAS, Prior to Goodwill, Sam Schmitz was the Executive | ||||||
| 15 | Director of the Employers' Coalition
on Health in Rockford for | ||||||
| 16 | almost 10 years; he spent nearly 20 years with the City of | ||||||
| 17 | Rockford
as Personnel Director and City Administrator; and
| ||||||
| 18 | WHEREAS, Sam Schmitz is a graduate of Western Illinois | ||||||
| 19 | University's masters program in
geography; and
| ||||||

| 1 | WHEREAS, Sam Schmitz is also a dedicated husband and father | ||||||
| 2 | to his wife, son, and daughter-in-law,
and three grandsons; | ||||||
| 3 | therefore, be it
| ||||||
| 4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 5 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we, | ||||||
| 6 | along with his family,
friends, and co-workers, congratulate | ||||||
| 7 | Sam Schmitz on the occasion of his retirement, and thank
him | ||||||
| 8 | for his years of dedicated public service to Goodwill | ||||||
| 9 | Industries of Northern Illinois and the
State of Illinois; and | ||||||
| 10 | be it further
| ||||||
| 11 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 12 | presented to Sam Schmitz as an
expression of our utmost esteem | ||||||
| 13 | and respect.
