HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate University of Illinois 
4senior, Thomas Dowling, on being named a 2018 Rhodes Scholar; 
5and
  
 
6    WHEREAS, Thomas Dowling is one of 32 students from the 
7United States selected as a Rhodes Scholar for postgraduate 
8study at the University of Oxford in the United Kingdom; he  is 
9the first Rhodes Scholar on the Urbana campus since 1998; and
  
 
10    WHEREAS, Thomas Dowling is a double major in political 
11science and history and a James Scholar with a 4.0 GPA; he 
12currently interns at the Institute of Government and Public 
13Affairs investigating the state of the Illinois pension system; 
14and
  
 
15    WHEREAS, Thomas Dowling has campaigned for and served as 
16deputy chief of staff for State Rep. Carol Ammons; he was 
17appointed to the Champaign Zoning Board of Appeals and served 
18as a media consultant and organizing fellow for the 2016 Bernie 
19Sanders presidential campaign; he interned at the Center for 
20American Progress in Washington, D.C., where he worked on 
21rapid-response research and communications projects; he spent 
22a semester as a Center for Strategic Research intern at the

1AFL-CIO, constructing strategies to help workers unionize and 
2get more involved in the political process; and
  
 
3    WHEREAS, In 2017, Thomas Dowling was named a Truman Scholar 
4and a Lincoln Academy Student Laureate; and
  
 
5    WHEREAS, Thomas Dowling is a first generation college 
6student and was raised by a single mother; he  plans to pursue a 
7master's degree in comparative social policy and a master's 
8degree in public policy; therefore, be it
  
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
11congratulate University of Illinois senior, Thomas Dowling, on 
12being named a 2018 Rhodes Scholar, and we wish him the best in 
13all his future endeavors; and be it further
  
 
14    RESOLVED, That a suitable copy of this resolution be 
15presented to Thomas Dowling as a symbol of our respect and 
16esteem.
