| 2 | | WHEREAS, 94% of school boards around the country are |
| 3 | | elected; of the 10 largest school
districts in the country, |
| 4 | | only three, including Chicago Public Schools (CPS), have |
| 5 | | appointed boards; and
|
| 6 | | WHEREAS, The City of Chicago is the only city in Illinois |
| 7 | | who by law is required to appoint their
school board; an |
| 8 | | elected school board would represent the diverse viewpoints of |
| 9 | | members'
constituencies the same way any legislative body does; |
| 10 | | and
|
| 11 | | WHEREAS, Having an appointed board has weakened CPS over |
| 12 | | the years; millions of dollars have been
cut from district |
| 13 | | school budgets and numerous CPS schools have been closed or |
| 14 | | phased-out since 2012; and
|
| 15 | | WHEREAS, In 2015, Chicago overwhelmingly voted for a |
| 16 | | non-binding referendum pushed by
leaders of the Chicago |
| 17 | | Teachers Union, who called the absence of an elected school |
| 18 | | board the
"most pressing civil rights issue" in Chicago; and
|
| 19 | | WHEREAS, The people of Chicago are in desperate need of a |
| 20 | | board who represents their
communities; therefore, be it
