| 2 | | WHEREAS, Racial profiling of, and racial discrimination |
| 3 | | against, racial and ethnic minorities by State and local law |
| 4 | | enforcement agencies are still prevalent in this State; and
|
| 5 | | WHEREAS, Many judges, prosecuting attorneys, and defense |
| 6 | | attorneys are unaware of the prevalence and extent of that |
| 7 | | profiling and discrimination; and
|
| 8 | | WHEREAS, Two-hundred and forty six years of slavery in the |
| 9 | | United States and 100 years of segregation and |
| 10 | | disenfranchisement laws, often referred to as Jim Crow laws, |
| 11 | | still have a profound effect on our society; and
|
| 12 | | WHEREAS, We, as a nation, have not fully recovered from |
| 13 | | these past injustices; and
|
| 14 | | WHEREAS, A new version of segregation and |
| 15 | | disenfranchisement laws are emerging in this country with voter |
| 16 | | suppression and the open demonstrations of violent behavior by |
| 17 | | White supremacists; and
|
| 18 | | WHEREAS, The Illinois Supreme Court established: (1) the |
| 19 | | Code of Judicial Conduct (Supreme Court Rules 61 through 85); |
| 20 | | (2) Minimum Continuing Legal Education Rules for attorneys |
