| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, On September 28, 2017, United States Secretary of | ||||||
| 3 | Energy Rick Perry issued a letter to the Chairman and | ||||||
| 4 | Commissioners of the Federal Energy Regulatory Commission | ||||||
| 5 | requiring a rule change for adoption by the Commission; and
| ||||||
| 6 | WHEREAS, Secretary Perry's directive would require | ||||||
| 7 | Commission-approved markets (including regional transmission | ||||||
| 8 | organizations and independent system operators) to accurately | ||||||
| 9 | price baseload generation resources to support the resiliency | ||||||
| 10 | and reliability of the nation's electric grid; and
| ||||||
| 11 | WHEREAS, Secretary Perry expressed concern that the | ||||||
| 12 | premature retirement of traditional baseload generation | ||||||
| 13 | resources poses a threat to the resiliency and reliability of | ||||||
| 14 | the nation's electric grid; and | ||||||
| 15 | WHEREAS, Premature retirement of traditional baseload | ||||||
| 16 | generation resources would pose great risk to the Illinois | ||||||
| 17 | economy and Illinois' position as a net exporter of | ||||||
| 18 | electricity; and
| ||||||
| 19 | WHEREAS, Secretary Perry recognizes that a resilient and | ||||||
| 20 | reliable electric grid is vital to American security, quality | ||||||
| 21 | of life, and economic prosperity; and | ||||||

| 1 | WHEREAS, Secretary Perry recognizes that fuel-secure | ||||||
| 2 | generation resources with 90 days of fuel supply on site are | ||||||
| 3 | essential during times of crisis and natural disaster; and | ||||||
| 4 | WHEREAS, Illinois has an abundant supply of fuel-secure | ||||||
| 5 | generation resources; and | ||||||
| 6 | WHEREAS, Secretary Perry writes that distorted pricing in | ||||||
| 7 | wholesale markets has created economic uncertainty and | ||||||
| 8 | threatens the secure, resilient, and reliable baseload | ||||||
| 9 | generation resources; and
| ||||||
| 10 | WHEREAS, Secretary Perry urges the Federal Energy | ||||||
| 11 | Regulatory Commission to immediately take action to develop new | ||||||
| 12 | market rules for resiliency and reliability attributes of | ||||||
| 13 | baseload generation resources; and
| ||||||
| 14 | WHEREAS, Secretary Perry's directive would ensure both a | ||||||
| 15 | resilient and affordable supply of electricity to drive | ||||||
| 16 | economic prosperity; therefore, be it
| ||||||
| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 18 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 19 | fully support Secretary Perry's directive that replaces the | ||||||
| 20 | distorted pricing rules but preserves and supports competitive | ||||||

| 1 | markets; and be it further
| ||||||
| 2 | RESOLVED, That suitable copies of this resolution be | ||||||
| 3 | delivered to the President of the United States, the President | ||||||
| 4 | Pro Tempore and Secretary of the United States Senate, the | ||||||
| 5 | Speaker and Clerk of the United States House of | ||||||
| 6 | Representatives, each member of the Illinois Congressional | ||||||
| 7 | Delegation, United States Secretary of Energy Rick Perry, and | ||||||
| 8 | the Chairman and Commissioners of the Federal Energy Regulatory | ||||||
| 9 | Commission.
