HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate Noel B.
Cummings on the 
4occasion of his 90th birthday and commend him on his 38 
5successful years as President of the Village of
Hodgkins; and
  
 
6    WHEREAS, When President Cummings was elected in April of 
71979, he
presided over a municipality with a population of 
82000, sales tax receipts of $30,000, and a reputation
that 
9focused more on its taverns than its accomplishments; and
  
 
10    WHEREAS, During his time in office, President Cummings has 
11utilized all the economic development tools at his disposal, 
12including TIFs and enterprise zones; one remarkable 
13accomplishment is the development of the Quarry Shopping 
14Center, which is home to Walmart, Sam's Club,
Target, new car 
15dealerships, many retail stores, and  Hodgkins Industrial Park, 
16which
includes the world's largest sorting facility owned by 
17United Parcel Service; and
 
18    WHEREAS, President Cummings can proudly state that his 
19municipality now has the highest proportion of sales
tax 
20revenue in the greater metropolitan Chicago area with 
21$5,600,000 for 1,700 residents and an
assessed valuation of 
22$275 million; and

1    WHEREAS, President Cummings is the second longest serving 
2village president/mayor in Illinois; he has accomplished this 
3by adhering to the philosophy that the best way to beat an 
4enemy is to make them a friend; and
  
 
5    WHEREAS, The economic and social development of Hodgkins 
6during the past 38 years is a direct
reflection of the 
7political instincts, creativity, and burning desire of 
8President Cummings to leave the village in a better place
than 
9he found it; therefore, be it
  
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
11HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
12congratulate Noel B.
Cummings on his 90th birthday and commend 
13him on 38 successful years as President of the Village of

14Hodgkins; and be it further
  
 
15    RESOLVED, That a suitable copy of this resolution be 
16presented to President Cummings as a symbol of our respect and 
17esteem.
