| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Patrick R. Higgins Ph.D. | ||||||
| 4 | on the occasion of his retirement as Western Springs Village | ||||||
| 5 | Manager; and
| ||||||
| 6 | WHEREAS, Dr. Higgins became Village Manager of Western | ||||||
| 7 | Springs in June of 2000; since September of 2011, he has also | ||||||
| 8 | served as Adjunct Professor of Public Policy and Administration | ||||||
| 9 | at Northwestern University; and
| ||||||
| 10 | WHEREAS, Dr. Higgins served as Deputy Village Manager and | ||||||
| 11 | Director of Municipal Services for Western Springs from January | ||||||
| 12 | of 1983 to June of 2000; prior to that, he served in various | ||||||
| 13 | administrative positions for Western Springs starting in 1977; | ||||||
| 14 | and
| ||||||
| 15 | WHEREAS, Dr. Higgins's professional affiliations and | ||||||
| 16 | recognitions include the International City Management | ||||||
| 17 | Association and the American Society of
Public Administration | ||||||
| 18 | Association, and their respective state associations; past | ||||||
| 19 | president of the Chicago Chapter of the American Society of | ||||||
| 20 | Public Administration
Association; former chairperson of the | ||||||
| 21 | Regional Transportation Agency's Technical Committee for the
| ||||||
| 22 | Cook/DuPage Corridor Study; current chairperson of the | ||||||
| |||||||
| |||||||
| 1 | Cook/DuPage Smart Transportation Corridors Committee; current | ||||||
| 2 | (and for the last 25 years) chairperson of the West Central | ||||||
| 3 | Municipal Conference's
Transportation Committee and current | ||||||
| 4 | member of the executive committee; recipient of the Jack | ||||||
| 5 | Williams Intergovernmental Award for Outstanding Contributions | ||||||
| 6 | to the
West Central Municipal Conference; recipient of the 2008 | ||||||
| 7 | and 2015 Northern Illinois University Outstanding Alumnus | ||||||
| 8 | Award in Public
Administration; and past president of the Great | ||||||
| 9 | Lakes Chapter of the Urban and Regional Information Systems
| ||||||
| 10 | Association; and
| ||||||
| 11 | WHEREAS, Dr. Higgins has a Doctor of Philosophy from | ||||||
| 12 | Northern Illinois University (1998) and a Master of Arts in | ||||||
| 13 | Public Affairs from Northern Illinois University (1978); and
| ||||||
| 14 | WHEREAS, Dr. Higgins was born on September 23, 1951; he is | ||||||
| 15 | married with three children and two grandchildren; therefore, | ||||||
| 16 | be it

| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 18 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 19 | congratulate Patrick R. Higgins Ph.D. on his retirement as | ||||||
| 20 | Western Springs Village Manager, and we wish him the best in | ||||||
| 21 | all his future endeavors; and be it further
| ||||||
| 22 | RESOLVED, That a suitable copy of this resolution be | ||||||
