| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish
to recognize Morris A. Kugler M.D. of | ||||||
| 4 | Belleville on his 51 years of service as a
surgeon; and
| ||||||
| 5 | WHEREAS, Dr. Kugler was affectionately known to many during | ||||||
| 6 | his childhood
in Okawville as "Lad"; and
| ||||||
| 7 | WHEREAS, Dr. Kugler attended school at Southern Illinois
| ||||||
| 8 | University Carbondale and then the University of Illinois | ||||||
| 9 | College of Medicine; and | ||||||
| 10 | WHEREAS, After graduation, Dr. Kugler started an | ||||||
| 11 | internship at Rush
Presbyterian St. Luke Hospital; he was
then | ||||||
| 12 | drafted into the United States Military as a flight surgeon and | ||||||
| 13 | served from 1965 to 1966; and | ||||||
| 14 | WHEREAS, Dr. Kugler then served at Scott Air Force Base for | ||||||
| 15 | a year;
it was followed by his surgical residency at the Edward | ||||||
| 16 | Hines Jr. Veterans Administration Hospital and
the Loyola | ||||||
| 17 | University Chicago Stritch School of Medicine; and | ||||||
| 18 | WHEREAS, Dr. Kugler's first practice was in Savannah, | ||||||
| 19 | Georgia
from 1972 to 1976; in 1976, he started a practice in | ||||||
| 20 | the metro-east
area to be closer to his mother, who lived in | ||||||
| |||||||
| |||||||
| 1 | Okawville; and | ||||||
| 2 | WHEREAS, At his peak, Dr. Kugler performed 600 surgeries | ||||||
| 3 | per
year; he typically had four to six surgeries a day at | ||||||
| 4 | different
hospitals; and
| ||||||
| 5 | WHEREAS, Dr. Kugler started the Breast Health Center at | ||||||
| 6 | Memorial Hospital in Belleville
in order to provide faster | ||||||
| 7 | service to patients; through
a complete service of examination, | ||||||
| 8 | diagnosis, and biopsy women
receive their results in a day, not | ||||||
| 9 | a month; and
| ||||||
| 10 | WHEREAS, In recent years, Dr. Kugler has become alarmed at | ||||||
| 11 | the number of physicians leaving the metro-east area due to the | ||||||
| 12 | growing
cost of insurance; and
| ||||||
| 13 | WHEREAS, Dr. Kugler would like to see graduates of the | ||||||
| 14 | Southern Illinois University School of Medicine perform their | ||||||
| 15 | residency in the metro-east area; he continuously works to | ||||||
| 16 | obtain grants and donations to help fund residency
programs in | ||||||
| 17 | metro-east hospitals, which he believes will help
combat the | ||||||
| 18 | reduced number of physicians in the area; therefore, be it
| ||||||
| 19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 20 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
| ||||||
| 21 | recognize Morris A. Kugler M.D. on his 51 years of service as a
| ||||||

| 1 | surgeon and for
everything he has done for the metro-east area | ||||||
| 2 | and the State of Illinois; and be it further
| ||||||
| 3 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 4 | presented to Dr. Kugler as a symbol of our respect and esteem.
