in Illinois; and |
| 8 | | WHEREAS, Multiple privately-owned facilities are under |
| 9 | | investigation by the U.S. Department of Justice and the Office |
| 10 | | of the
Executive Inspector General for alleged billing fraud |
| 11 | | and potentially unethical practices; and

| 12 | | WHEREAS, Some of the violations committed were so severe |
| 13 | | that the facilities faced expulsion from
Medicare and Medicaid |
| 14 | | Programs; and

| 15 | | WHEREAS, It is alleged that patients were held against |
| 16 | | their will so that the company could make
more money; and
|
| 17 | | WHEREAS, Senators from both political parties have spoken |
| 18 | | about the need to end these
