| 2 | | WHEREAS, The Illinois Parents of Adults with Developmental |
| 3 | | Disabilities believe that
every person with a developmental |
| 4 | | disability, supported appropriately, can live safe, |
| 5 | | meaningful,
and connected lives in their home community; and
|
| 6 | | WHEREAS, Persons with disabilities have been historically |
| 7 | | isolated and segregated from their
home communities, often in |
| 8 | | institutional settings, and Illinois currently |
| 9 | | institutionalizes more
people with developmental disabilities |
| 10 | | than 47 other states; and
|
| 11 | | WHEREAS, The United States Supreme Court decreed in |
| 12 | | Olmstead v. L.C., on June 22, 1999, that the
unjustified |
| 13 | | institutionalization of people with disabilities is illegal |
| 14 | | discrimination, and the decision
was affirmed in Illinois by |
| 15 | | the U.S. District Court in Ligas v. Harnos on June 15, 2011; |
| 16 | | therefore, be it
|
| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 18 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 19 | | declare June 22, 2017 and 2018 as "Illinois Community Living |
| 20 | | Day" in the State of Illinois, and we urge the citizens of |
| 21 | | Illinois to celebrate with both service and awareness; and be |
| 22 | | it further
