Amends the Children with Disabilities Article of the School Code. For the Chicago school district only, requires the school board to annually develop and make publicly available a report on the school district's special education expenditures and services; specifies requirements for the report. Requires the school board to post the report on its Internet website and publish it in a newspaper of general circulation in the district. Effective immediately.

| 1 | | AN ACT concerning education.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The School Code is amended by adding Section |
| 5 | | 14-12.03 as follows: |
| 6 | | (105 ILCS 5/14-12.03 new) |
| 7 | | Sec. 14-12.03. Expenditure report; city with more than |
| 8 | | 500,000 inhabitants. |
| 9 | | (a) This Section applies only to school districts organized |
| 10 | | under Article 34 of this Code. |
| 11 | | (b) A school board must annually develop and make publicly |
| 12 | | available a report on the school district's special education |
| 13 | | expenditures and services. The school board must, at minimum, |
| 14 | | post the report on its Internet website and publish it in a |
| 15 | | newspaper of general circulation in the district. The report |
| 16 | | must include, but is not limited to, the school district's |
| 17 | | special education spending by category, the numbers of students |
| 18 | | with an individualized education program, the number of |
| 19 | | students with a federal Section 504 plan, and the aggregate |
| 20 | | service minutes for the individualized education programs of |
| 21 | | that school district, segregated by type of service.
