| 3 | on page 5, by deleting lines 2 through 20; and | ||||||
| 4 | on page 5, by replacing line 21 with the following: | ||||||
| 5 | "(a) The State Board of Education, subject to appropriation | ||||||
| 6 | or any other available funds,"; and
| ||||||
| 7 | on page 6, line 17, by replacing "(b)" with "(a)"; and
| ||||||
| 8 | on page 6, line 24, by replacing "(c)" with "(b)"; and
| ||||||
| 9 | on page 7, line 1, by replacing "considered" with | ||||||
| 10 | "prioritized"; and
| ||||||
| 11 | on page 7, be replacing lines 5 through 9 with the following:

| 12 | "students; and (ii) the degree to which the proposal | ||||||
