Amends various Acts relating to the governance of public universities and public community colleges in Illinois. Prohibits a university or community college district from using State-appropriated funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by an institution, but allows the use of private funds for such purposes. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 100 as follows:

(110 ILCS 305/100 new)

Sec. 100. Commencement speaker; State-appropriated funds prohibition. The University may not use State-appropriated funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University, but may use private funds for such purposes.

Section 10. The Southern Illinois University Management Act is amended by adding Section 85 as follows:

Sec. 85. Commencement speaker; State-appropriated funds prohibition. The University may not use State-appropriated funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University, but may use private funds for such purposes.

Section 15. The Chicago State University Law is amended by adding Section 5-195 as follows:

Sec. 5-195. Commencement speaker; State-appropriated funds prohibition. The University may not use State-appropriated funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University, but may use private funds for such purposes.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-195 as follows:

Section 45. The Western Illinois University Law is amended by adding Section 35-200 as follows:

Section 50. The Public Community College Act is amended by adding Section 3-80 as follows:

A community college district may not use State-appropriated funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by a community college, but may use private funds for such purposes.

Section 99. Effective date. This Act takes effect upon becoming law.
