| 2 | | AMENDMENT NO. ______. Amend House Bill 3691 as follows:

| 3 | | on page 8, immediately below line 13, by inserting the |
| 4 | | following:
|
| 5 | | "(k) Birth certificate data from the State Registrar of |
| 6 | | Vital Records shall only be used for the Illinois Higher |
| 7 | | Education Savings Program and shall not be used for any other |
| 8 | | purpose. The State Treasurer and any contractors working on the |
| 9 | | Program shall maintain strict confidentiality of data from |
| 10 | | Illinois birth records, and shall promptly provide written or |
| 11 | | electronic notice of any security breach to the Department of |
| 12 | | Public Health. The Department of Public Health shall remain the |
| 13 | | sole and exclusive owner of data from Illinois birth records |
| 14 | | provided under this Section."; and

| 15 | | on page 8, line 14, by replacing "(k)" with "(l)".
