Amends the Illinois Municipal Code. Provides that, on and after the effective date of this amendatory Act, a home rule unit may not impose any tax increase or levy any new or additional tax without prior referendum approval. Limits home rule powers.

| 1 | | AN ACT concerning local government.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Illinois Municipal Code is amended by adding |
| 5 | | Section 8-3-20 as follows: |
| 6 | | (65 ILCS 5/8-3-20 new) |
| 7 | | Sec. 8-3-20. Home rule taxing authority; referendum. |
| 8 | | Notwithstanding any provision of law to the contrary, on and |
| 9 | | after the effective date of this amendatory Act of the 100th |
| 10 | | General Assembly, a home rule unit may not impose any tax |
| 11 | | increase or levy any new or additional tax without prior |
| 12 | | referendum approval. This Section is a denial and limitation of |
| 13 | | home rule powers and functions under subsection (g) of Section |
| 14 | | 6 of Article VII of the Illinois Constitution.
