AMENDMENT TO HOUSE BILL 1858

AMENDMENT NO. ______. Amend House Bill 1858, AS AMENDED, by replacing everything after the enacting clause with the following:

"Section 5. The Legislative Commission Reorganization Act of 1984 is amended by changing Section 8A-35 and by adding Section 8A-60 as follows:

(25 ILCS 130/8A-35)

Sec. 8A-35. Capitol Restoration Trust Fund; appropriations.

(a) The Capitol Restoration Trust Fund is created as a special fund within the State treasury. The Fund may accept deposits from any source, whether private or public, and may be appropriated only for the use of the Architect of the Capitol in the performance of his or her powers and duties. The Architect of the Capitol may seek private and public funds for deposit into the Capitol Restoration Trust Fund.

(a-5) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a Presidential Statue at the State Capitol Building depicting President Ronald W. Reagan, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the Presidential Statue authorized under subsection (a) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection (a-5).

(a-10) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a Presidential Statue at the State Capitol Building depicting President Barack H. Obama, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the Presidential Statue authorized under subsection (b) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection (a-10).

(a-15) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a statue at the State Capitol Building depicting Governor James R. Thompson, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statue authorized under subsection (c) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection (a-15).

(a-20) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a statue at the State Capitol Building depicting State Representative and Illinois labor union leader Reuben G. Soderstrom, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statue authorized under subsection (d) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection (a-20).

(a-25) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a statue at the State Capitol Building depicting Mayor of Chicago Harold Washington, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statue authorized under subsection (e) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection (a-25).

(a-30) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a statue at the State Capitol Building depicting Jean Baptiste Point du Sable, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statue authorized under subsection (f) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection (a-30).

(b) The Architect of the Capitol shall submit all budget requests to implement the master plan that relate to areas of the legislative complex other than the State Capitol Building to the Capitol Historic Preservation Board for review and comment. The Architect of the Capitol shall submit all budget requests to the Board of the Office of the Architect of the Capitol for approval.

Sec. 8A-60. State Capitol statues.

(a) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall provide for the acquisition and placement of a statue at the State Capitol Building depicting 40th President of the United States Ronald W. Reagan. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(b) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall provide for the acquisition and placement of a statue at the State Capitol Building depicting 44th President of the United States Barack H. Obama. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(c) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall provide for the acquisition and placement of a statue at the State Capitol Building depicting 37th Governor of the State of Illinois James R. Thompson. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(d) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall provide for the acquisition and placement of a statue at the State Capitol Building depicting State Representative and Illinois labor union leader Reuben G. Soderstrom. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(e) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall provide for the acquisition and placement of a statue at the State Capitol Building depicting Mayor of Chicago Harold Washington. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(f) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall provide for the acquisition and placement of a statue at the State Capitol Building depicting Jean Baptiste Point du Sable. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(g) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall take actions necessary to provide for the placement and unveiling of the Presidential Statues authorized under subsections (a) and (b) at the Capitol by February 15, 2021 (Presidents' Day). Prior to the placement of the statues at the Capitol, the Architect of the Capitol shall issue a report detailing his or her actions in acquiring and placing the statues specified under this subsection (f). The report shall be delivered to the Governor and the General Assembly on or before December 1, 2020. The report to the General Assembly shall be filed with the Clerk of the House of Representatives and the Secretary of the Senate in electronic form only, in the manner that the Clerk and the Secretary shall direct.

(h) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall take actions necessary to provide for the placement and unveiling of the statues authorized under subsections (c), (d), (e), and (f) within a reasonable period of time after the effective date of this amendatory Act of the 100th General Assembly, except that, notwithstanding the requirements of subsection (g), the statue depicting Reuben G. Soderstrom shall be placed on Capitol grounds before any other statue authorized under this Section. Prior to the placement of the statues at the Capitol, the Architect of the Capitol shall issue a report detailing his or her actions in acquiring and placing the statues specified under this subsection (h). The report shall be delivered to the Governor and the General Assembly. The report to the General Assembly shall be filed with the Clerk of the House of Representatives and the Secretary of the Senate in electronic form only, in the manner that the Clerk and the Secretary shall direct.

Section 99. Effective date. This Act takes effect upon becoming law.".
