Amends the Illinois Lottery Law. Provides that the name, address, phone number, or other personally identifying information of a recipient of a prize may not be disclosed without the consent of the recipient and shall be exempt from disclosure under the Freedom of Information Act. Provides that the awarding of a prize may not be conditioned upon disclosure of the identity of the recipient.

| 1 | | AN ACT concerning the lottery.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Lottery Law is amended by adding |
| 5 | | Section 7.18 as follows:
|
| 6 | | (20 ILCS 1605/7.18 new) |
| 7 | | Sec. 7.18. Disclosure of identity of winners. The |
| 8 | | Department may not disclose to the public the name, address, |
| 9 | | phone number, or other personally identifying information of |
| 10 | | any recipient of a prize unless the recipient consents in |
| 11 | | writing to the disclosure. Additionally, the name, address, |
| 12 | | phone number, or other personally identifying information of |
| 13 | | any recipient of a prize shall be exempt from disclosure under |
| 14 | | the Freedom of Information Act. The Department may not |
| 15 | | condition the awarding of any prize upon the disclosure of the |
| 16 | | identity of the recipient.
