    AN ACT in relation to civil procedure.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  5.  The  Code  of  Civil Procedure is amended by
adding Section 7-103.102 as follows:

    (735 ILCS 5/7-103.102 new)
    Sec. 7-103.102.  Quick-take; Bi-State Development Agency;
MetroLink Light Rail  System.  Quick-take  proceedings  under
Section 7-103 may be used for a period from September 1, 2003
through  September 1, 2004 by the Bi-State Development Agency
of the Missouri-Illinois Metropolitan  District  for  station
area  development,  transit oriented development and economic
development initiatives in support  of  the  MetroLink  Light
Rail  System,  beginning  in  East  St.  Louis, Illinois, and
terminating  at  MidAmerica  Airport,   St.   Clair   County,
Illinois.

    Section  99.  Effective  date. This Act takes effect upon
becoming law.
