    AN ACT relating to school students.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  5.  The School Code is amended by adding Section
34-18.26 as follows:

    (105 ILCS 5/34-18.26 new)
    Sec. 34-18.26.  Prison tour pilot  program.    The  board
shall   establish   a  pilot  program  to  prevent  crime  by
developing  guidelines  to  identify  students  at  risk   of
committing  crimes.  "Students  at risk of committing crimes"
shall be limited  to  those  students  who  have  engaged  in
serious acts of misconduct in violation of the board's policy
on   discipline.   This  program,  in  cooperation  with  the
Department of Corrections, shall include a guided tour  of  a
prison  for each student so identified in order to discourage
criminal behavior. The touring of a prison under this Section
shall be subject to approval,  in  writing,  of  a  student's
parent or guardian.

    Section  90.  The State Mandates Act is amended by adding
Section 8.27 as follows:

    (30 ILCS 805/8.27 new)
    Sec. 8.27. Exempt mandate.   Notwithstanding  Sections  6
and  8 of this Act, no reimbursement by the State is required
for  the  implementation  of  any  mandate  created  by  this
amendatory Act of the 93rd General Assembly.
