Section 281.5 Purpose
This Part provides regulations for the implementation and operation of the Grain Code. The Code and this Part shall be liberally construed and liberally administered in favor of claimants as defined in Section 1-10 of the Code. It is the explicit finding of the legislature that the grain industry in Illinois comprises a significant and vital part of the State's economy and that the purpose of the Code is to provide for a single system of governmental regulation of the Illinois grain industry.
