However, the bill does not include a dedicated revenue source to offset these expenditures. As a result, these costs are not accounted for in the Governor's introduced budget, placing an additional financial burden on the department. Without a corresponding increase in revenue, the department will be required to absorb these costs within its existing budget, which would negatively impact its appropriations authority and fund balance. This unfunded mandate could strain IDFPR'S ability to effectively carry out its regulatory responsibilities.
