| 2 | WHEREAS, President Donald J. Trump's unilaterally imposed | ||||||
| 3 | tariffs have raised taxes on every American and have increased | ||||||
| 4 | the price of practically every purchase families make every | ||||||
| 5 | time they go to the store; and | ||||||
| 6 | WHEREAS, While President Trump continues to lie and claim | ||||||
| 7 | that tariffs are a penalty on foreign nations, a comprehensive | ||||||
| 8 | study of Trump's tariffs conducted by the Kiel Institute for | ||||||
| 9 | the World Economy found that 96% of Trump's tariffs were paid | ||||||
| 10 | by American consumers; and | ||||||
| 11 | WHEREAS, Data from the United States Department of the | ||||||
| 12 | Treasury and Goldman Sachs found that President Trump's | ||||||
| 13 | tariffs cost Americans $159 billion in 2025, a tax of $1,200 on | ||||||
| 14 | every household; and | ||||||
| 15 | WHEREAS, These tariffs have driven the affordability | ||||||
| 16 | crisis, hitting modest-income and middle-income families | ||||||
| 17 | hardest; and | ||||||
| 18 | WHEREAS, President Trump's tariffs took money that working | ||||||
| 19 | families should have been able to invest for retirement, use | ||||||
| 20 | toward making a down payment on a home, or utilize in other | ||||||
| 21 | ways to build long-term economic security, thereby robbing | ||||||
| |||||||
| |||||||
| 1 | families not only in the short term but in the long term as | ||||||
| 2 | well; and | ||||||
| 3 | WHEREAS, President Trump's flimsy reliance on emergency | ||||||
| 4 | powers to justify his tax increases have been repeatedly | ||||||
| 5 | rejected by courts; and | ||||||
| 6 | WHEREAS, President Trump's tariffs show his | ||||||
| 7 | self-proclaimed "America First" agenda to be in reality a "Tax | ||||||
| 8 | America First" agenda; therefore, be it | ||||||
| 9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 10 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 11 | we call upon President Donald J. Trump to immediately suspend | ||||||
| 12 | his tariff scheme and halt all efforts to defend his | ||||||
| 13 | unilateral tax increases in court; and be it further | ||||||
| 14 | RESOLVED, That we call upon the United States Department | ||||||
| 15 | of the Treasury to immediately issue $2,000 payments to every | ||||||
| 16 | American household with an annual income below $250,000 as a | ||||||
| 17 | refund of families' lost wages and savings, and as an apology | ||||||
| 18 | for Donald Trump's illegal tax increases. | ||||||
