| 1 | AN ACT concerning State government. | |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly: | |||||||||||||||||||
| 4 | Section 1. Short title. This Act may be cited as the | |||||||||||||||||||
| 5 | Prohibition on Taxpayer Funding of Guaranteed Income Act. | |||||||||||||||||||
| 6 | Section 5. Units of government prohibited from using | |||||||||||||||||||
| 7 | taxpayer money for guaranteed income programs. | |||||||||||||||||||
| 8 | (a) Notwithstanding any other provision of law, on and | |||||||||||||||||||
| 9 | after July 1, 2025, no unit of government may use taxpayer | |||||||||||||||||||
| 10 | funds to finance a guaranteed income program. | |||||||||||||||||||
| 11 | (b) This Section is a denial and limitation of home rule | |||||||||||||||||||
| 12 | powers and functions under subsection (g) of Section 6 of | |||||||||||||||||||
| 13 | Article VII of the Illinois Constitution. | |||||||||||||||||||
| 14 | (c) As used in this Section: | |||||||||||||||||||
| 15 | "Unit of government" means the State or any agency, | |||||||||||||||||||
| 16 | instrumentality, or political subdivision of the State. | |||||||||||||||||||
| 17 | "Guaranteed income program" means a program that provides | |||||||||||||||||||
| 18 | regular cash payments or compensation in the form of a | |||||||||||||||||||
| 19 | taxpayer-funded credit to any members of a community. | |||||||||||||||||||
| 20 | Section 99. Effective date. This Act takes effect on July | |||||||||||||||||||
| 21 | 1, 2025. | |||||||||||||||||||
