| 2 | | WHEREAS, A federal government shutdown disrupts pay for |
| 3 | | federal employees and contractors, delays critical services, |
| 4 | | pauses new grants and loans, and creates avoidable uncertainty |
| 5 | | for families, small businesses, hospitals, universities, and |
| 6 | | local governments; and |
| 7 | | WHEREAS, Illinois taxpayers contribute substantial |
| 8 | | revenues to the federal government and expect reliable, |
| 9 | | on-time federal operations that keep commerce, infrastructure, |
| 10 | | research, safety, and disaster response running; and |
| 11 | | WHEREAS, A shutdown strains aviation safety and |
| 12 | | reliability at major hubs such as O'Hare and Midway, slows |
| 13 | | federal approvals that underpin infrastructure and housing |
| 14 | | projects, and injects uncertainty into nutrition, health, and |
| 15 | | veteran services; and |
| 16 | | WHEREAS, The General Assembly has a strong record of |
| 17 | | bipartisan collaboration, including on balanced budgets, |
| 18 | | infrastructure, public safety, disaster response, and economic |
| 19 | | development, demonstrating that pragmatic cooperation delivers |
| 20 | | better outcomes than brinkmanship; and |
| 21 | | WHEREAS, Illinois families, workers, and employers benefit |

| 1 | | when their elected officials work across party lines to keep |
| 2 | | government open and focused on results rather than rhetoric; |
| 3 | | therefore, be it |
| 4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 5 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 6 | | we affirm a simple principle: no one wins when the federal |
| 7 | | government shuts down; and be it further |
| 8 | | RESOLVED, That we urge the Congress of the United States |
| 9 | | to maintain continuous federal operations through timely |
| 10 | | appropriations or continuing resolutions, to reject shutdowns |
| 11 | | as a negotiating tactic, and to provide predictable funding |
| 12 | | that protects families, workers, and the broader economy; and |
| 13 | | be it further |
| 14 | | RESOLVED, That we reaffirm our bipartisan commitment to |
| 15 | | stability and problem-solving and stand ready to work with |
| 16 | | Illinois's Congressional Delegation, Democrats and Republicans |
| 17 | | alike, to keep government functioning and focused on the |
| 18 | | people we serve; and be it further |
| 19 | | RESOLVED, That suitable copies of this resolution be |
| 20 | | delivered to the President of the United States, the Majority |
| 21 | | and Minority Leaders of the United States Senate, the Speaker |
| 22 | | and Minority Leader of the United States House of |
