| 1 | AN ACT concerning human rights. | |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly: | |||||||||||||||||||
| 4 | Section 5. The Human Trafficking Resource Center Notice | |||||||||||||||||||
| 5 | Act is amended by changing Section 10 as follows: | |||||||||||||||||||
| 6 | (775 ILCS 50/10) | |||||||||||||||||||
| 7 | Sec. 10. Form of posted notice. | |||||||||||||||||||
| 8 | (a) The notice required under this Act shall be at least 8 | |||||||||||||||||||
| 9 | 1/2 inches by 11 inches in size, written in a 16-point font, | |||||||||||||||||||
| 10 | except that when the notice is provided by electronic means | |||||||||||||||||||
| 11 | the size of the notice and font shall not be required to comply | |||||||||||||||||||
| 12 | with these specifications, and shall state the following: | |||||||||||||||||||
| 13 | "If you or someone you know is being forced to engage in any | |||||||||||||||||||
| 14 | activity and cannot leave, whether it is commercial sex, | |||||||||||||||||||
| 15 | housework, farm work, construction, factory, retail, or | |||||||||||||||||||
| 16 | restaurant work, or any other activity, call the National | |||||||||||||||||||
| 17 | Human Trafficking Resource Center at 1-888-373-7888 to access | |||||||||||||||||||
| 18 | help and services. | |||||||||||||||||||
| 19 | Victims of slavery and human trafficking are protected under | |||||||||||||||||||
| 20 | United States and Illinois law. The hotline is: | |||||||||||||||||||
| 21 | * Available 24 hours a day, 7 days a week. | |||||||||||||||||||
| |||||||
| |||||||
| 1 | * Toll-free. | ||||||
| 2 | * Operated by nonprofit nongovernmental organizations. | ||||||
| 3 | * Anonymous and confidential. | ||||||
| 4 | * Accessible in more than 160 languages. | ||||||
| 5 | * Able to provide help, referral to services, | ||||||
| 6 | training, and general information.". | ||||||
| 7 | The notice shall contain 2 images of the Signal for Help | ||||||
| 8 | hand signal. The first image shall detail an open palm with a | ||||||
| 9 | tucked thumb and the words "1. Palm to and thumb tuck." | ||||||
| 10 | displayed under the image. The second image shall detail a | ||||||
| 11 | trapped thumb with a closed fist and the words "2. Trap thumb." | ||||||
| 12 | displayed under the image. | ||||||
| 13 | (b) The notice shall be printed in English, Spanish, and | ||||||
| 14 | in one other language that is the most widely spoken language | ||||||
| 15 | in the county where the establishment is located and for which | ||||||
| 16 | translation is mandated by the federal Voting Rights Act, as | ||||||
| 17 | applicable. This subsection does not require a business or | ||||||
| 18 | other establishment in a county where a language other than | ||||||
| 19 | English or Spanish is the most widely spoken language to print | ||||||
| 20 | the notice in more than one language in addition to English and | ||||||
| 21 | Spanish. | ||||||

| 23 | Section 99. Effective date. This Act takes effect January | ||||||
| 24 | 1, 2027. | ||||||
